
The UK’s Department for Work and Pensions (DWP) has officially addressed growing calls to reinstate Cost of Living Payments (CoLPs), which were originally introduced to support low-income, disabled, and pensioner households during the financial strain of rising living costs. Despite continued public demand and parliamentary inquiries, the government has confirmed that these payments will not be returning.

What Were the Cost of Living Payments?
First introduced in 2022, CoLPs were lump-sum payments designed to provide direct financial relief to struggling households as inflation soared. They were issued to eligible claimants receiving benefits such as Universal Credit, Personal Independence Payment (PIP), and the State Pension.
There were three main types of Cost of Living Payments:
- Low Income Benefits Payment – For those on Universal Credit, Income Support, and other means-tested benefits.
- Disability Cost of Living Payment – Given to those receiving disability benefits such as PIP and Disability Living Allowance (DLA).
- Pensioner Cost of Living Payment – Paid to pensioners alongside the Winter Fuel Payment.
Between 2022 and early 2024, millions of households received financial aid through this program, with the last round of payments being distributed in February 2024.

Why Won’t the DWP Reinstate CoLPs?
Liberal Democrat MP Clive Jones recently raised the issue in Parliament, asking whether the government would consider reinstating the payments for vulnerable groups. However, in response, Labour minister Sir Stephen Timms clarified:
“The Cost of Living Payments were intended to relieve the immediate financial pressures caused by the rapid rise in the cost of living. There are no plans to reintroduce these payments.”
This decision comes despite continued financial struggles for many households, particularly in the wake of high energy costs, rising inflation, and increasing food prices.
A Breakdown of Past Cost of Living Payments
Throughout 2023 and early 2024, eligible recipients received the following payments:
- £301 – Paid between April and May 2023
- £300 – Paid between October and November 2023
- £299 – Paid in February 2024
These payments were automatically deposited into the accounts of those who met the eligibility criteria, helping millions manage their expenses.

Although the government has ruled out further CoLPs, other forms of support remain available, including:
- Winter Fuel Payments for pensioners
- Household Support Fund (available through local councils)
- Energy Bill Discounts (dependent on eligibility)
However, with inflation continuing to outpace wage growth, many campaigners argue that additional direct support is needed to help struggling families make ends meet.
For now, those in need of assistance are encouraged to check their eligibility for other government schemes and local council grants to ease financial burdens in the absence of new Cost of Living Payments.
