In a move to tackle inefficiency in federal spending, President-elect Donald Trump has appointed Vivek Ramaswamy, founder of Roivant Sciences, and Elon Musk, Tesla’s CEO, to lead the newly proposed Department of Government Efficiency. Tasked with reducing waste, fraud, and bloated budgets, the department is expected to target key areas of government expenditure, including Social Security and Medicare, without enacting broad benefit cuts.

Assuring Americans: No Sweeping Cuts to Entitlements—For Now
During an interview at the Aspen Security Forum, Ramaswamy addressed concerns about potential reductions to Social Security and Medicare, assuring the public that while the department aims to eliminate inefficiencies, large-scale cuts to these programs are unlikely in the near term.
“This is a policy decision that belongs to the voters,” Ramaswamy said, emphasizing the role of elected officials in determining the future of entitlement programs. However, he acknowledged that significant amounts of money—estimated at hundreds of billions of dollars—are currently lost to individuals who are not statutorily eligible for benefits.
Mass Reductions in Government Spending: A Broader Mandate
In earlier remarks to Fox News, Ramaswamy signaled aggressive plans for cutting costs across the federal government:
- Eliminating Waste: Targeting agencies and programs considered redundant or overfunded.
- Reducing Workforce: Proposing mass reductions in federal contractors and employees deemed excessive.
- Addressing Fraud: Cracking down on improper payments and fraudulent claims within government programs, including Medicare and Social Security.
“We expect mass reductions,” Ramaswamy told Sunday Morning Futures. “We expect certain agencies to be deleted outright. People will be surprised by how quickly we’re able to move.”
The Funding Crisis Looming Over Social Security and Medicare
Social Security and Medicare are already on precarious financial footing. Both programs face potential insolvency by the mid-2030s if no changes are made. Despite these challenges, entitlement programs remain politically sensitive.
- Social Security and Medicare: Together, they account for 65-70% of federal expenditures, alongside Medicaid and veterans’ benefits.
- Trump’s Campaign Promise: During his campaign, Trump pledged to protect Social Security and Medicare, making major cuts unlikely due to their popularity with voters.
Financial experts, however, remain skeptical about how Trump’s broader tax cuts and budget policies could impact these programs. Kevin Thompson, CEO of 9i Capital Group, notes:
“Entitlement spending represents the largest share of government outlays. Trump’s base relies heavily on these programs, so cuts are improbable, but his tax policies could strain their funding.”
The Bipartisan Challenge of Reform
Efforts to make meaningful changes to entitlement spending will require bipartisan cooperation. Republican Representative Richard McCormick of Georgia acknowledged this reality, stating:
“We’re gonna have to have some hard decisions. We’re gonna have to bring in Democrats to talk about Social Security, Medicaid, and Medicare.”
Experts agree that trimming waste and fraud could help alleviate financial pressures without directly impacting benefits. However, deeper reforms may be necessary to ensure long-term solvency.

Musk’s Bold Budget Proposal
Musk has proposed an ambitious plan to slash the federal budget by $2 trillion, with an estimated $1.6 trillion reduction in fiscal year 2024. While details are sparse, Musk and Ramaswamy have expressed confidence that public support will drive these efforts forward.
“Most of the public understands their taxpayer dollars are not being well spent,” Ramaswamy said, emphasizing the need for consensus-building around budgetary reforms.
Balancing Cuts and Commitments
Trump’s push for efficiency and cost reduction comes at a critical juncture for Social Security and Medicare. While Ramaswamy and Musk’s plans focus on curbing waste and fraud, the challenge will be ensuring these efforts do not undermine the programs millions of Americans rely on.
As the Department of Government Efficiency begins its work, the stakes couldn’t be higher for the nation’s most essential entitlement programs. Whether the administration can deliver on its promises while maintaining public trust remains to be seen.
